The Louisiana Gaming Control Board (the “Board”) has prepared this document for informational purposes only to answer frequently asked questions about how new events and bets are reviewed. This document also provides a list of currently approved leagues, events, categories and types of sports wagers. The Chairman of the Board will update this document as necessary. Such updates may include newly approved leagues, events, categories and types of sports wagers, as well as rejected and unapproved leagues, events, categories and types of sports wagers.
Each Licensee/Operator must submit its house rules on how it intends to conduct sports wagering to the Board for approval. This includes, but not limited to, accepted bets for approved sporting events or special events for retail and mobile wagering.
Procedure for Approval of New Leagues and Events/Categories and Types of Sports Wagers
LAC 42:VI.523. Sports Wagers
An operator shall not accept any sports wager on a sports event unless it has received approval from the board to conduct that type or category of sports wager. A type of sports wager refers to the method of determining the outcome of the sports wager. The category refers to the kind of event being wagered on. For all particular categories or sports wager types approved by the Act or these regulations or later approved by the board for its first use may be used on multiple events by all operators without further approval.
If an operator would like to offer a new category of sports event, it must submit the request to the board on the approved form at least seven days (7) in advance of the proposed date of accepting sports wagers on such a category. The request shall include: a full description of the sports event, the manner which sports wagers would be placed, and winning wagers would be determined; a full description of any technology which would be utilized to offer the sports event; information or documentation that demonstrates that the sports event meets the requirements of subsection 523(B) of this Chapter and any other information requested by the Board or the Louisiana State Police, Gaming Enforcement Division (the "Division").
If an operator accepts a sports wager on an unapproved sports event, the operator shall void and refund all sports wagers associated with that sports event. If any sports wagers for unapproved sports events cannot be refunded in full, the operator shall immediately provide the Board with a report detailing such sports wagers and the reasons therefore.
The Board and the Division maintain the right to disapprove of the source of data for any reason including, but not limited to, the type of sports wager and method of data collection.
The Board reserves the right to prohibit the acceptance of wagers and may order the cancellation of wagers and require refunds on any event for which wagering would be contrary to the public policies of the State. To give the Board sufficient time to review a submission, sports pool operators shall complete the Sports Wagering Request for Approval Form at least seven (7) days before the start date of the event. The Sports Wagering Request for Approval Form can be found on the Louisiana Gaming Control Board website. Once completed, the form and any exhibits shall be emailed to the Louisiana Gaming Control Board at [email protected]
Types of Wagers Permitted
Unless otherwise restricted, for all approved leagues, operators may request to offer any wager or proposition bet, not prohibited by statute or rule or order of the Board, where the results are determined on the field of play and can be proven by a box score or statistical analysis. Additionally, the Board has pre-approved seasonal awards for all approved leagues where such awards are based on statistics or votes, provided that votes are collected in a manner that maintains the confidentiality of the outcome until the award is announced. Wagering on awards must cease at the time votes are due. Any other type of wager must be sent to the Board for approval the first time it is offered and may not be made available for wagering until approved by the Board. Requests for approval to offer wagers on a player under 18 years old are decided on a case-by-case basis.

Any event governed by the International Olympic Committee (IOC) is approved for the Olympics only. Trials are not approved. If you would like to submit a request for a particular event, one can be submitted. As to the total medals, if an event is prohibited, there can be no wagering on that event.
No Bolivian Teams/Athletes can be offered, even if they are competing as neutral athletes. No Russian or Belarusian Teams/Athletes can be offered, even if they are competing as neutral athletes.
The majority of participants in any team event offered must be over 18. Proposition bets on athletes under 18 are not permitted. Wagers on individual events that have athletes under 18 are not permitted.

NFL Draft
The 2022 NFL Draft begins on Thursday, April 28, 2022. Licensees are permitted to offer Wagers on the NFL draft as follows:
Pre-Draft Wagers - Pre-draft Wagers are permitted. All pre-draft Wagers must be made and accepted prior to the first selection of the Draft.
In-Draft Wagers (i.e., wagers placed after a round has started regarding specific in-round selections)
In-draft Wagers are only permitted in Rounds 1 through 3.
In-draft Wagers must be placed and accepted at least 2 selections prior to the actual selection event as these selection events occur on the NFL Network broadcast. For example, a wager on “pick #18 will be a WR” would need to take place prior to selection #16.
Round specific Wagers - Wagers related to each round must be offered and accepted prior to the start of that specific round, including any trades that occur for that round. For example, a Wager such as, “Will Player X be drafted in Round 2?” or “X number of defensive backs drafted in Round 2.” These wagers must be placed prior to the start of Round 2.
Licensees taking Wagers on the NFL Draft shall have clear and concise rules. Please review and amend your rules as necessary to cover the unique guidelines stated above.

Wagers may be accepted on an approved player draft subject to all of the following conditions:

Sports Betting Pools
Sports Betting Pools were approved on September 9, 2022. You can find the Sports Betting Pool guidelines at Sports Betting Pools (louisiana.gov). These guidelines apply only to paid pools. Free pools are allowed and not subject to these guidelines. Free pools must take place in accordance with all applicable Federal and state laws and rules.
Operators must amend their Internal Controls and House Rules to include sports wagering pools prior to offering such. These amendments must receive approval prior to offering wagering pools in Louisiana.
Sports wagering pools are only allowed on events/leagues currently approved in the Louisiana Gaming Control Board’s Wagering Catalog.
Prohibited Events
La. R.S 27:608(C), Limitations on wagering
No sports wagers may be accepted or paid by any operator on any of the following:
On any sport or athletic event not authorized by law or the board.
On any sport or athletic event which the operator knows or reasonably should know are being placed by or on behalf of an athlete, coach, referee or other official, or staff of a participant or team that is participating in that event.
On the occurrence of injuries or penalties, or the outcome of an athlete's disciplinary rulings, or replay reviews.
On other types, forms, or categories of wagering prohibited by the board by rule.
Rejected and Unapproved Leagues, Events, Categories, and Types
"Sports event" shall not include high school sports, youth events, any international sports events where the majority of the participants are under the age of eighteen years, fantasy sports contests as provided in Chapter 6 of this Title, and any event prohibited by law.
Effective at 8:00 a.m., August l, 2024 any wager based on the following is NOT approved and is NOT permitted:
Any proposition or "prop" bet on an individual athlete's performance or statistics participating in a college sporting event. Only proposition bets based on full team statistical results are permitted.
Russian and Belarussian governing bodies, leagues, teams, players, and events have been suspended from the Official Sports Betting Catalog of Events and Wagers until further notice. 3/10/22
